Palletized frozen food can move as handling units, while floor-loaded cartons usually need a different receiving operation. Floor loading may accommodate more product in a particular container plan, but that advantage has value only if the receiver can unload, identify and store the goods under the required conditions. Compare the complete route through receiving, including any pallet building or rebuilding.
We would choose between the two methods after confirming three things: what the receiving warehouse accepts, what the actual carton and equipment arrangement can carry, and what each option costs on the same basis. “More tonnes per container” and “faster unloading” are useful questions to investigate, not sufficient answers by themselves.
Here, floor loading means packed cartons placed on a suitable container floor system under an approved loading arrangement. It does not mean loose food touching the floor. Both options still need suitable packing, cargo support, securing and a working refrigeration air path.
Start with the receiving warehouse
Ask the destination warehouse how it will receive this specific shipment before choosing the loading method. A buyer may purchase by net weight, while the warehouse books work by container, pallet, case or handling activity. Those different units need to meet in one receiving instruction. Otherwise a commercially agreed container can arrive without the labour, equipment or appointment needed to process it.
For palletized goods, request the accepted pallet footprint, overall height, gross mass, entry requirements and any material or condition requirements. Establish whether the warehouse will place the inbound unit directly into storage or transfer it onto another pallet. Also confirm whether different products or lots can share one receiving pallet and how those identities must appear in the receiving information.
For floor-loaded goods, confirm acceptance explicitly. Ask who unloads the individual cartons, where they are counted and checked, how pallets or other storage units are built, and who provides the materials. The receiver should confirm a feasible operation for the required frozen conditions and appointment, including any relevant constraints on case mass or handling.
Have the destination site return a receiving confirmation that names the chosen method, container reference when available, service booked and responsible team. Keep this alongside the freight quotation. If unloading is excluded from that quotation, record the separate arrangement explicitly. A booking for transport should not be treated as confirmation that the receiver has accepted the handling work.
Ask for the answer from the team operating the destination site, not only from a general sales contact. Keep the confirmed format and service scope with the order. If the site cannot handle one option within the required conditions, remove that option from the comparison until a suitable, quoted alternative route is available.
Define what travels as a handling unit
In a palletized shipment, the cartons, pallet base and agreed means of forming the unit travel together. The receiving operation may be able to move that unit intact. In a floor-loaded shipment, the carton is normally the individual handling object during unloading and subsequent unit building. Make that difference visible in the proposed order, rather than describing both simply as “bulk packed.”

Use the same product and carton reference when comparing options wherever that is feasible. Record the unit packs per carton, external case dimensions, net food mass, gross case mass and relevant handling requirements. Then identify the additional pallet, wrapping, securing or other materials associated with each option. If either method requires a different outer case, show that as a change in the comparison.
Hapag-Lloyd’s published container-packing booklet explains that pallets commonly help speed the handling of cartons, while their footprint and stackability can leave space unavailable for cargo. That describes the tradeoff to examine. It does not establish how many cartons the proposed frozen shipment will hold or how long its actual unloading will take.
A palletized option also needs a unit specification. Include the carton arrangement, overall dimensions and gross unit mass, with confirmation from the responsible packing and loading parties. A photograph of cartons resting on a pallet does not establish whether the assembled unit is suitable for handling, transport or the receiving rack.
For floor loading, ask how the carton groups and quantities will be identified during loading and receiving. If several lot references are present, the loading record should connect them with the receiving plan. This is a handling question within the selected assortment; assessing whether different products are compatible in one shipment is a separate review.
Keep the comparison practical. The question is whether the actual unit can move through this route with the intended records and handling. A generic pallet size or a familiar carton count from another product should remain a reference until it has been checked against the proposed order.
Check usable space and gross load together
Request two physical loading proposals with their assumptions stated. Each should identify the selected equipment, carton reference, case count, net product mass and gross cargo mass. A pallet proposal also needs the number and dimensions of the units. A floor-load proposal needs the arrangement and the relevant support, securing and air-path provisions.
Use the actual external package dimensions. The space occupied by the food alone cannot establish the space occupied by its carton or handling unit. A photograph of blueberries in an inner liner helps identify the product and packing context, but the outer-case measurements and filled gross mass still need separate confirmation.

Review the dimensional fit as an arrangement, not just a division of container cubic volume by carton volume. The last row, permitted orientation, pallet footprint, usable height and door opening can affect feasibility. A layout that appears to fit internally also needs to be loadable and unloadable with the equipment and method actually planned.
Ask the booking party for the equipment information relevant to the proposed shipment, including usable internal dimensions, the door opening and applicable mass limits. Identify whether a number is a preliminary equipment example or a confirmation for the selected unit. Keep the final case count provisional until the responsible party has checked the actual configuration.
Check weight separately. Maersk’s refrigerated-cargo definitions distinguish payload, tare and maximum gross weight, and include dunnage and securing arrangements within payload. Net saleable food is therefore only one part of the load accounting. Cartons, unit packing, pallet bases and other relevant materials must be included where applicable.
The responsible logistics parties should also confirm the limits relevant to the complete route and handling operation. Extra geometric room does not create permission to exceed a weight or operating limit. If the proposed shipment reaches its applicable mass constraint first, removing pallets may not produce the expected increase in product quantity.
Ask which constraint determines each final case count. The answer might be mass, row geometry, receiving pallet format or another documented requirement. Knowing the limiting factor makes a later change easier to assess and stops a preliminary estimate from becoming an unexplained promise on the purchase order.
Keep the reefer air path in both plans
Palletized and floor-loaded goods both require a suitable air path for the selected reefer and frozen product. The presence of a pallet does not establish correct circulation, and placing cartons directly on the qualified floor does not remove the need to assess it. Ask the loading party to show how the complete arrangement follows the applicable equipment instructions.

Hapag-Lloyd’s container-packing booklet describes the load line, floor coverage and exposed gaps, with separate guidance for frozen and chilled cargo. In its bottom-air example, air travels beneath the cargo toward the door end and returns above the load. Follow the carrier’s instructions for the equipment actually used.
These features belong on the loading sketch. Show the refrigeration and door ends, the load boundary and any areas requiring an agreed treatment. If covering an exposed floor gap forms part of the carrier-approved arrangement, distinguish that from obstructing the floor channels that carry supply air. A vague instruction to “fill all gaps” is not an adequate loading design.
Do not transfer ventilation advice for respiring chilled produce into a frozen-food plan without review. Likewise, do not copy a clearance or allowable-gap number from a different equipment example. The loading team and carrier should resolve those details for the proposed load, including any securing material that interacts with the air path.
Keep temperature evidence within its proper scope. Confirm the product’s required condition before loading and the agreed operating instructions. A loading photograph can document visible arrangement; it cannot establish temperatures throughout the cargo. A set point or unit reading also needs its own interpretation and should not become a substitute for the required product and shipment records.
For the commercial decision, treat an unresolved thermal arrangement as an unresolved option. Do not count additional cartons that only fit by removing a required clearance or changing an unapproved loading detail. The meaningful comparison is between two feasible plans with the necessary conditions preserved.
Include rebuilding and unloading in the comparison
A palletized shipment can still require substantial handling after arrival. The inbound pallet may differ from the receiver’s required footprint or height, or the cartons may need separation into different receiving groups. Ask what happens after the container doors open and follow the goods until they reach the agreed storage or onward-dispatch unit.

Conceptual rebuilding sequence. The objects represent successive handling stages rather than a simultaneous carton-count record; actual receiving format and service availability must be confirmed.
Maersk’s warehousing descriptions list activities such as repacking, pallet-height adjustment, pallet rebuilding and deconsolidation. They show why these are separate service questions. They do not establish that every destination site offers those activities for frozen food. Confirm the location, temperature zone, responsibility and quotation for the proposed receiving operation.
For each option, identify the work at origin and destination. Who forms the shipping unit, checks its count and provides its materials? Who unloads, records discrepancies, separates products or lots, supplies receiving pallets and removes unused material? If an intermediate site is involved, add its handling and transfer to the route rather than hiding it inside “delivery.”
Check how charges are calculated. An unloading fee per container and a handling fee per case can both apply, but they may also describe overlapping work in different quotations. Ask the provider to identify inclusions before adding every line together. Similarly, a pallet fee may cover only the base or may include building the unit; the wording needs to make that distinction clear.
Discuss appointment and operational capacity as well as the rate. The receiver should confirm the process for an on-time arrival and explain how changes are handled. A lower routine fee may be less useful if the required service is unavailable for the shipment’s arrival window. Use the provider’s actual commercial terms for any additional waiting, rescheduling or handling costs.
Agree how receiving completion will be reported. A container being empty, a case count being reconciled and goods being available in storage are different milestones. Choose the endpoint relevant to the comparison and require the same endpoint for both methods. That prevents one quote from ending at unloading while the other includes a finished warehouse handling unit.
Compare cost per accepted kilogram on the same basis
Once the two plans are feasible, compare a defined set of route costs against the net kilograms accepted into the agreed receiving stage. Keep the cost boundary visible. A freight-and-handling comparison is useful, but it should not be called a complete landed-product cost if it excludes the goods, duties, taxes, insurance or other applicable items.
The following example uses hypothetical currency units, fictional quantities and an assumption that all shipped net food is accepted. It does not represent quoted freight, market handling rates or container capacities. The origin and destination figures include only the activities named in the table; no overlapping charge is added twice.

In this invented comparison, floor loading has a higher total compared cost but a lower cost per kilogram because the assumed accepted quantity is larger. The arithmetic is 7,600 ÷ 20,000 = 0.38 and 8,100 ÷ 22,500 = 0.36. The comparison does not show that floor loading is always cheaper; it shows why total cost and quantity need to be assessed together.

Illustrative arithmetic: 7,600/20,000 = 0.38 and 8,100/22,500 = 0.36 currency units/kg. Another 450 in floor-loaded cost reaches 0.38 at the unchanged quantity. These are not quoted rates or container capacities.
The small difference also gives the buyer a useful question. At 22,500 accepted kg, the floor-loaded plan would reach 0.38 per kg if its compared cost increased to 8,550. That leaves 450 additional currency units before it equals the palletized example, with all other assumptions unchanged. An unpriced receiving activity could therefore matter to the decision.
If accepted quantity is uncertain, show that uncertainty separately. Do not quietly reduce one denominator using an invented damage rate or treat a guessed loss as a measured result. Use documented experience where relevant, or explicit planning scenarios, and retain the base case. Product disposition and the financial effect of any affected goods also need their own assessment.
For a real quotation, replace every fictional input with the confirmed quantity and quoted scope. Record currency, quotation validity and responsibility for excluded charges. If either option changes the product or pack cost, include that change in the wider purchasing comparison as a separate, visible line.
Test the decision against changes in the order
A loading choice made for one order may change when the quantities or destination requirements change. Test the preferred option against the adjustments that are realistically under discussion: a smaller shipment, another carton version, an added SKU, a different receiver or a revised pallet-height limit. The aim is to locate the assumption carrying the decision.
For example, a distributor may initially compare a large order that makes good use of a floor-loaded arrangement. If the final quantity is reduced, the extra receiving work may remain while the assumed quantity advantage changes. Recalculate the actual plan and cost denominator. Do not retain the original per-kilogram saving after its quantity basis has disappeared.
In another case, the receiver may require the inbound pallet units to be rebuilt. That removes some of the expected handling benefit of shipping on pallets, although other benefits or requirements may remain. Obtain the revised scope and compare it. The useful response is a new receiving sequence, not a general argument that palletized cargo should be easy to handle.
A changed carton can affect both options. Its external dimensions may alter the pallet arrangement and floor-load rows, while its gross mass may change a limiting load. Return that change to the responsible packing and loading parties. Carton strength and sustained stacking performance require their own evidence; they cannot be inferred from a successful space calculation.
Use short, explicit scenarios rather than a long list of imagined costs. Identify the changed assumption, the affected quantity or activity, and the information needed to price or approve it. Where an option still depends on an unanswered question, keep that dependency visible instead of awarding it a precise numerical advantage.
Then make the decision with the operational team as well as purchasing. The preferred option should be one the origin can prepare, the logistics route can carry and the destination can receive under the agreed conditions. A small apparent saving is not actionable until those parties are working from the same feasible configuration.
Confirm one loading and receiving brief
The final brief should identify the selected method, product and carton versions, case count, net and gross quantities, and the relevant pallet configuration where used. Connect these fields with the equipment and loading references agreed by the responsible parties. Record the receiving site and its accepted unit format in the same approval trail.
Include the receiving services ordered and their endpoint. Name who provides materials, who unloads or rebuilds units, how quantities and lot references are reconciled, and which completion record the buyer receives. Where a service remains subject to a local confirmation, state the outstanding item before the order is released to the next milestone.
Keep the approved air-path and securing instructions with the loading party’s working documents. Agree which photographs and other records are required to identify the arrangement actually used. Those records should show relevant boundaries and references without being presented as proof of matters that were not measured.
Set a change route for packing or quantity adjustments. If the carton version, pallet format, case count or destination changes, identify who reviews the loading and receiving implications. The updated commercial list and physical plan should carry the same revision, so different teams do not continue with different versions of an apparently unchanged order.
After receiving, compare the actual handling sequence and recorded charges with the plan. Separate a one-off exception from a repeatable difference in scope. This gives the next order a better starting point without converting one shipment’s result into a universal rule about palletized or floor-loaded frozen food.
A useful decision record explains why the selected option works for this order. It names the receiving constraint, the feasible quantity and the compared cost scope. That is enough to make the decision reviewable when conditions change, while avoiding a blanket promise about container payload or unloading savings.
